The Navy runs one continuous list. Unlike the Army, which ranks by category and then within it, the Department of the Navy interleaves decorations, unit awards, civilian and Merchant Marine awards, campaign medals, and foreign awards into a single sequence. A Navy Unit Commendation genuinely sits between the Presidential Unit Citation and the Navy “E” Ribbon — that is not a formatting error. Marines and Sailors share this order; Marine-specific criteria are in MCO 1650.19.

How to use this. Wear the highest award closest to the heart, on the left chest. A senior award always sits above, and to the wearer’s right of, a junior one. See MCO 1020.34 for Marine Corps placement and NAVPERS 15665 chapter 5 for Navy placement.
